Reeling under the aftershocks of a slew of
controversies, the Defence Ministry is now downplaying the attempted
coup reports as the Defence Secretary told Parliamentary panel on Monday
that no prior notification to the government was required for troops’
movement.
The Parliamentary Panel
satisfied with the replies of Defence Secretary Shashikant Sharma and
the Indian Army Vice Chief Lt Gen SK Singh, asked the three service
chiefs – Admiral Nirmal Verma, General VK Singh and Air Chief Marshal
NAK Browne – to give a brief about the preparedness of their respective
forces on April 20.
The Defence
Secretary and the Army Vice Chief had appeared before the Parliamentary
Standing Committee on Defence for the second time, since the leakage of
the contents of the Army Chief’s confidential letter to the Prime
Minister sparked a national outrage.
The
Panel has agreed that the contents of the leaked letter that the
security of the country was at risk as the air defence was 97 percent
obsolete and its tanks were running short of critical ammunition also
demanded due consideration and therefore called the three chiefs to
present their case.
Sources said that the MPs on the panel also quizzed the duo
about the alleged “un-notified” troop movements on Jan 16 that
reportedly “spooked” the Central government. The Defence Secretary is
learnt to have said that no notification was required for the movement
of one or two units. The prior intimation to the government is done in
case of the movement of larger formations of troops.
However,
Sharma chose to ignore another query from an MP about why an
explanation was sought from the Director General of Military Operations
(DGMO) if the troop mobilization was routine. Highly placed sources also
contended that the defence ministry wants to downplay the public
spectacle of the ebbing civil-military relations.
